H.R. 1 Execution

  • Mandatory Hours: Enrollees aged 19 to 64 in ACA Medicaid expansion programs must complete 80 hours per month of work, education, job training, or community service to maintain coverage. 
  • Effective Date: States are required to begin full implementation of these community engagement rules by December 31, 2026 / January 1, 2027. 
  • Parent/Caregiver Requirements: The rules expand work expectations to include parents and household members with children age 14 and older (lowering the prior exemption threshold which covered parents with children under 18)
  • Exemptions: Federal rules provide exemptions for specific groups like pregnant and postpartum individuals, though state implementation details can vary.
